It's an official document issued by the urban planning services of the municipality or city. It informs you about the rules applicable to your land: what you are allowed to build (height, surface area, appearance), if the land is suitable for construction and connectable to utilities (water, electricity).

Why it matters for your home

This certificate gives you an overview of your land's possibilities and constraints. It ensures that your construction project will be accepted by the administration. If you ignore it, you risk having your building permit refused, or worse, having to demolish part of your house if it doesn't comply with local regulations.

The African context

Even if urban planning rules exist, their application can sometimes be flexible or subject to 'arrangements' in Africa. It's crucial to insist on obtaining this official document because surprises are frequent (a planned road on your land, a flood-prone area, strict height limits) and can be very costly.

Red flags

⚠ You're told that 'it's useless' or that 'everyone builds without it' in the area.
⚠ The contractor guarantees your project will be accepted without having consulted or even requested this document.
⚠ The town hall refuses to issue the document or asks for a significant 'tip' to expedite the procedure.
