Agla is one of the most populous and dynamic neighborhoods in the 13th arrondissement of Cotonou, the economic capital of Benin. Bounded by the Godomey district to the west and located near the residential neighborhood of Fidjrossè and Cotonou International Airport, Agla is undergoing a dramatic urban transformation. Long vulnerable to seasonal flooding, the neighborhood now benefits from large-scale projects under the Cotonou Stormwater Management Program (PAPC) and the government’s “Asphaltage” initiative, which have improved access to the area by paving main roads and installing storm drains. Governed by the Land and Public Property Code, land tenure security in the area relies on the conversion of resettlement certificates into Land Titles (TF) registered with the ANDF.
